Board of Managers

Herbert White, Chair

FHFMA, MBA
Associate Vice President, Finance, Temple Health

Mr. White has over 30 years of health care finance experience with extensive experience in corporate finance, strategic planning, business intelligence and mergers and acquisitions. Mr. White is currently the Associate Vice President of Finance for Temple University Health System. He is Chairman of Philadelphia International Medicine; a board member of Core Solutions, Inc., a behavioral health software solutions firm; a member of Temple University Health System’s Finance and Investment Committee and Health Partners of Philadelphia’s Finance and Investment Committee. Mr. White is contributing author to Jonas and Kovner’s Health Care Delivery in the United States. He received a bachelor of science in Accounting from La Salle University and a master’s degree in Business Administration (Finance) from Temple University’s Fox School of Business. He is a fellow in the Healthcare Financial Management Association (HFMA) and has received HFMA’s Reeves and Follmer awards.

Neil Lubarsky, Treasurer

CPA, CGMA
Senior Vice President for Finance and Chief Financial Officer, Thomas Jefferson University Hospital

Mr. Lubarsky came to Jefferson in 1998 as Senior Vice President for Finance and CFO. His responsibilities include financial operations, financial planning, managed care contracting, billing and collections, health information management, decision support, patient access and supply chain management. He also serves on various committees at Jefferson that focus on information technology, performance improvement, investments, employee benefits, pharmaco-economics, risk management, workforce planning and facility planning.

Before joining Jefferson, Mr. Lubarsky served as a financial officer at other health care organizations in the Philadelphia area. He also spent a significant portion of his career in the accounting profession at PricewaterhouseCoopers, where he specialized in the health care industry.

Mr. Lubarsky is a Certified Public Accountant and Chartered Global Management Accountant. He is a member of the Healthcare Financial Management Association and the American and Pennsylvania Institutes of Certified Public Accountants. He serves on the board of Philadelphia International Medicine, an organization that promotes Philadelphia as a health care center of excellence and was recently appointed to the board of the Thomas Jefferson University Cardiology Research Foundation. Mr. Lubarsky previously served as chairman of the finance committee for a continuing care retirement community. He earned a Bachelor of Science degree in accounting from Bradley University in 1976.

Ray Lynch

MBA, CPA
Chief Financial Officer, Fox Chase Cancer Center

Ray Lynch, MBA, CPA, joined Fox Chase Cancer Center as Chief Financial Officer in April 2017. Lynch directs the financial operations of the Center, designing and executing strategic financial plans and initiatives to position us for continued achievement of our clinical, research, and academic goals. This includes capitalizing on new business opportunities, growing inpatient and outpatient volumes, and building on our Center’s overall financial strength. Prior to Fox Chase, Lynch worked at the Huntsman Cancer Hospital (HCH) in Salt Lake City, Utah, where he served for 13 years as Executive Director. As senior administrative leader, he oversaw operations, safety and quality, finance, and strategic and programmatic planning. Earlier in his career, Lynch held the position of Vice President and Chief Operating Officer at Cancer Therapy & Research Center (CTRC) in San Antonio, Texas, an NCI-designated comprehensive cancer center with a unique academic/community model. He also served as its first Chief Financial Officer earlier in his tenure there. Lynch earned his bachelor’s degree in journalism at the University of Missouri – Columbia and an MBA from Baylor University in Waco, Texas. He serves as Treasurer of the NCCN Foundation Board of Directors and has served as a member of the Executive, Governance, and Finance committees of the NCCN Board of Directors.

PIM Leadership

Leonard Karp

President and Chief Executive Officer

Mr. Karp is the President and CEO of Philadelphia International Medicine (PIM) and its hospital consulting and management arm. He is a two-decade veteran of the U.S. healthcare industry.

At Philadelphia International Medicine, Mr. Karp leads an organization whose goal is to establish the Philadelphia region as an international healthcare destination of choice. PIM is seen as an economic development initiative and works closely with city, state and federal commerce departments.

This unique hospital marketing and management company is owned by some of the most prestigious hospitals in the United States including the Fox Chase Cancer Center, Temple University Hospital and Thomas Jefferson University Hospitals.

Mr. Karp is also an international trade advisor to the U.S. Department of Commerce and the Office of the U.S. Trade Representative as a member of the Industry Trade Advisory Committee on Services. He is a co-founder of Greater Philadelphia Global Partners, a regional organization to promote global trade in the Philadelphia area. He has spoken on international health care to audiences in Korea, Abu Dhabi and throughout the United States.

Rema Alrabadi

MSHA
Director, Patient Services

Ms. Alrabadi is the Director of Patient Services for Philadelphia International Medicine (PIM).  She holds a master’s of Healthcare Administration from Saint Joseph University, and a Bachelor’s of Science from Temple University. Prior to joining PIM, Ms. Alrabadi worked in Healthcare for many years in direct contact with patients at Saint Monica Nursing Home and Inglis House and Activities Director for Senior Care of America.

In her role as a director, Ms. Alrabadi manages efficient, caring delivery of support services for international patients and ensures smooth access to wide spectrum of healthcare resources in Philadelphia area network hospitals. Rema enjoys helping others and advocating for those in need which shows through in her passionate and dedicated interactions with her patients.

Vanessa Baker

Director, Patient Accounts

Ms. Baker has spent over 20 years in the health care industry with several years in the senior health care sector and over 17 years in international health care with Philadelphia International Medicine, since its inception.

As Director of Patient Accounts, Ms. Baker administers the financial operations of patient medical services, billing, receivables, payables, disbursements and general financial transactions of the organization. She works very closely with accounting and liaises with staff of the hospitals, insurance companies and embassies. She also organizes and maintains corporate, provider and payor contracting and service agreements.

Ms. Baker is a magna cum laude graduate of Temple University with a BBA in legal studies and a member of Golden Key International Honour Society.

Deborah Davis

MBA, PMP
Director, Marketing and Business Development

Ms. Davis is the Director of Marketing and Business Development for Philadelphia International Medicine (PIM). Her responsibilities include new business development and marketing the services of PIM and its network hospitals. Ms. Davis has more than 15 years of experience in international marketing, communication and business development working within the healthcare, community outreach, public health, production and entertainment industries. Prior to joining PIM, Ms. Davis worked in marketing and project management at Johns Hopkins Medicine International.
